You have been named the city’s esteemed expert on police reform and are now a part of the city’s mayoral council. Your city is having a small problem with predatory policing. Your white paper will be the first step to your police reform package. Your audience knows little about police departments and has only seen what has been portrayed by the media. They want change and have recently heard of other cities that have defunded their police. You have also seen the other cities that have defunded their police departments, only to go through the refunding of the same departments years later. You want to stop crime in your city, but how can you do this while stopping predatory policing? As the expert reformer, you will create a white paper about defunding to present to others on the mayoral council to sway their votes.
Instructions
You need to determine if your police department is defunded, has reduced funding, keeps its budget as it is, or has increased funding. You will use your required reading and additional scholarly sources to back up your ideas. To explain your stance, you are to write a white paper on the funding of your police department, which serves the city under the Mayor’s discretion. Within this white paper, you are to address:
Explain the idea of defunding the police.
Explain your plan (defund, reduce, increase, or stay the same) to manage the police department’s budget.
Explain what departments/locations would be cut or given the money in the department.
Show reasons, backed by scholarly research, your plan will work to change what you believe needs changing in the police department.
Using scholarly literature, explain how your plan will stop crime.
Finally, explain where future research should be used to explore better ways to change predatory police behavior.
Remember, white papers are persuasive, clear and concise, authoritative, in-depth reports on a specific topic that presents a problem and provides a solution. White papers are normally pleasing to the eyes and show the argument clearly. Headings are required to develop your points. There is a template for a white paper in the readings this week. You can use this template or develop your own. Since your report is a white paper, part of the grade will be tailored to the presentation of the paper. Use a white paper cover page with your information and title and an APA reference page. Do not deviate from APA formatting within this paper.
